THE PROPOSAL

The proposed development seeks to deliver around 100 sustainable homes with significant levels of public open space and sustainable drainage. Two new vehicular access points are proposed off Southam Road as well as potential additional pedestrian / cycle accesses. The existing PRoW across that runs diagonally across the southern part of the site is proposed to be re-aligned and enhanced as part of the scheme.

The application will be made in outline so details relating to Layout, Landscaping, Scale and Appearance will be addressed at Reserved Matters stage in the future. Therefore, at outline stage, the key matters for approval will be around the principles of development and a ‘Parameter Plan’ will be submitted to define elements such as the extent of development, the location of the new vehicular accesses and points of pedestrian and cycle connectivity.

The submitted information will also include a Design and Access Statement that will present an Illustrative Layout. The Illustrative Masterplan is provided below. This will be used to demonstrate one way in which the proposed new homes, associated green space and infrastructure could come forward in compliance with the Parameter Plan. The submitted information will also explain how detailed proposals could be set out to deliver:

  • a range of household sizes and tenures, informed by housing mix planning policy and local need. A mix of house types and sizes will be delivered on the site and Bellway are committed to delivering the following on the site; family housing and the provision of affordable housing.
  • newly accessible areas of open space that are likely to include a new children’s play area, measures to enhance biodiversity and sustainably manage surface water drainage. The proposals currently show around 2.1 hectares (excluding the attenuation ponds) of public open space;
  • new residential streets that are characterful and that could include tree-planting and/or swales or rain gardens;
  • buildings of an appropriate scale, with reference to the local context;
  • a movement framework that gives priority to pedestrians and cyclists, establishes streets that maintain low vehicle speeds, and provides footpath connections to the adjacent area;
  • a considered approach to the provision of car parking for both residents and their visitors; and,
  • buildings materials and/or detailing, new planting and spaces that could include reference to local character.
